Summary:
The attached ordinance amends the Land Development Code to update master plan standards for review, revise master plan thresholds, add administrative review procedures, clarify prohibited variances, and allow for master plans that include modifications of development standards and includes the following changes:
- Establish master plan thresholds for properties outside activity center zoning districts.
- Revise master plan thresholds for multifamily residential development.
- Establish thresholds to allow administrative master plan review, which is a shorter process than the formal review by the Municipal Planning Board.
- As part of master plan review, allow modifications of standards from certain code requirements, such as allowing up to 20% more impervious surface or building height, so fewer projects will need Planned Development (PD) zoning.
- Clarify that master plans with modifications are no longer considered a prohibited type of variance.
