Ordinance No. 2015-32 Designating Certain Land Generally Located At The Northeast Corner Of W. Grant St. And Lucerne Ter., And Comprised Of 1.10 Acres Of Land, More Or Less, As Planned Development District With The Traditional City And Special Plan Zoning Overlay Districts On The City’s Official Zoning Maps (Economic Development) (Grant St Townhome PD, ZON2015-00004)

Summary:

The attached ordinance will rezone the 1.1-acre property from O-1/T/SP to PD/T/SP.  Located in the South Orange neighborhood, north of W. Grant St., south of W. Muriel St., east of Lucerne Terr. and west of S. Orange Ave., the proposed Planned Development (PD) consists of a 23-unit rear-loaded townhome development.

This PD will be subject to the standards of O-1/T.  Maximum permitted building heights are three-stories with a maximum ISR of 0.85, all of which are code compliant. The minimum lot area permitted is 1,392 sq. ft. with a minimum average lot area of 1,667 sq. ft.

Previous actions regarding this application are as follows:

·         2010– Approval of the Orange Michigan Special Plan which in part changed the Future Land Use of the subject property from Industrial and Residential-Medium to Office Low for subject property and adjacent parcels. (GMP2010-00026 & GMP2010-00027, CC Doc#: 1007261101)

·         2010– Subject property rezoned from I-G/T and R-3B/T to O-1/T (ZON2010-00001, CC Doc:# 1010181109)

·         6/2015– City Council approved the first reading of the attached ordinance

The Municipal Planning Board recommended approval of the proposed PD on March 17, 2015.

Recommended Action:
Adopt the attached ordinance number 2015-32 and authorize the Mayor and the City Clerk or Mayor Pro Tempore and City Clerk to execute on behalf of the City upon final review and approval by the City Attorney.
