Summary:
Project DTO-Advancing Downtown Orlando was initiated in April 2014 as a comprehensive visioning process to formulate the next chapter of Downtown Orlando’s evolution. The process emphasized significant public and stakeholder outreach, including unique tactics to gain insight into the community’s needs and interests. The process engaged two volunteer stakeholder groups, the 71- member fact-finding Task Force and the 26-member Executive Advisory Committee which guided development of the Project DTO work products, including the attached DTOutlook, the 2015 Update to the Downtown Orlando Community Redevelopment Area Plan. DTOutlook is a comprehensive, strategic roadmap for the CRA’s implementation of various projects, programs, investments, and strategies for the redevelopment of Downtown Orlando. The Downtown Orlando Community Redevelopment Area Plan was first adopted in 1982 and has undergone five previous amendments. The proposed DTOutlook will be the sixth amendment to the Plan.
At its meeting on April 6, 2015, the Executive Advisory Committee reviewed the DTOutlook and recommended approval. Additionally, on April 22, 2015, the CRA Advisory Board recommended approval of the DTOutlook and the forwarding of the DTOutlook to the CRA and City Council for approval.
Pursuant to section 163.361, Florida Statutes, City Council, as the governing body, must hold a public hearing prior to adoption of a Plan Amendment. The DTOutlook was reviewed by the Municipal Planning Board on April 21, 2015 and found to conform to the Growth Management Plan. As required by section 163.346 and 163.31 (2), Florida Statutes, this public hearing and notice of this action was published in the Orlando Sentinel on April 22, 2015 and notices were mailed to all taxing authorities on April 17, 2015. The purpose of this Resolution is to make certain findings required by statute, to adopt the DTOutlook Plan Amendment, and to authorize the CRA to implement the Plan Amendment.
