Subject:
An 18-month Temporary Use Permit with the possibility of a 6-month administrative extension by the Planning Official for a sales center and signage along the Dowden Road entrance of the Storey Park (Wewahootee) development.

Summary:

The +110 acre property is zoned PD (Wewahootee Planned Development) and in March 2014 received Master Plan approval for Phase I of development consisting of 641 single-family dwelling units (Storey Park SPMP, MPL2014-00001).  The Storey Park development is currently under permitting with the City of Orlando and is proposing a temporary sales office at the entrance of Storey Park on Dowden Road (parcel 04-24-31-0000-00-001; see the attached site plan). In July 2014 the Zoning Official issued a Letter of Determination (LDC2014-00195) for a temporary sales office to expire 6 months after issuance.  Approval of this temporary use permit would result in an extension of that approval. The sales office location is referenced as “A” on the applicant’s location map.

The applicant also requests approval of two temporary signs:

1)     The first is a free-standing directional sign adjacent to the southbound off-ramp of the SR 417 to assist with wayfinding of this new Storey Park community. (Location "B” on the attached map.)

2)      The second serves the dual purpose of a safety barricade and as signage.  Proposed is a construction storage unit to serve as a safety barricade to prevent improper access onto Dowden Rd. during construction.  Signage is proposed on the unit to help with wayfinding. (Location “C” on the attached map).

Recommended Action:

Due to the size of this project and the remote location and access, staff recommends approval of the temporary sales office extension and both temporary signs through an 18-month Temporary Use Permit with the possibility of a 6-month administrative extension subject to the following conditions:

Consistency - The proposed sales center and signage must be consistent with the size, dimensions and site location on the attached plans and as described above.

Duration – All temporary uses must be removed and returned to prior conditions at the termination of the temporary use permit. Termination shall occur 18 months from City Council approval, not including the possible 6-month extension.

Sales Office- All conditions of LDC2014-00195 are still applicable.

Directional Signage- The height shall not exceed 8 ft. and copy area shall be limited to 64 sq. ft.  Also, the sign shall be located so as to not impede line of sight visibility.

Permits- Proper permits shall be obtained for all structures.

Maintenance- Signage shall be maintained in good repair.

Storage Unit- The construction storage unit shall be removed with the completion of the Dowden Rd. extension or at the termination of the temporary use permit, whichever occurs first.
