Summary:
In accordance with the requirements of the State Housing Initiatives Partnership (SHIP) Act, the City of Orlando has developed its Local Housing Assistance Plan (LHAP) for FY 2015-2016 through FY 2017-2018. The LHAP details the City's plans for spending SHIP funding (made available by the Florida Housing Finance Corporation) for the next three fiscal years. In order to receive SHIP funds, the State of Florida requires the City to submit its LHAP for the period covering FY2015-2016 through FY 2017-2018, to adopt a Resolution covering the LHAP, and to provide a certification acknowledging the compliance requirements of the SHIP Program.
The Affordable Housing Advisory Committee recommended approval of this Plan at their meeting held on March 26, 2015. If funds are available during the next three fiscal years, the City of Orlando will use SHIP funds to underwrite a number of strategies/programs to further the development and redevelopment of affordable housing citywide. The City may also use all or a portion of the SHIP funds to meet its requirement for a non-federal match to the federal HOME program. The following strategies are being proposed in the LHAP: (1) For home owner: Purchase Assistance without Rehabilitation, Rehabilitation, Disaster Repair/Mitigation, Impact Fee, New Construction, and Special Need; (2) For rental property: Special Needs, Multifamily Rehabilitation, Disaster Repair/Mitigation, Impact Fees, and New Construction.

Fiscal & Efficiency Data:
This item has no fiscal impact. Upon approval of the LHAP by the Florida Housing Finance Corporation, the City of Orlando will be eligible to receive SHIP funds for a period of three (3) fiscal years, beginning July 1, 2015 and ending June 30, 2018.

Recommended Action:
(1) Adopt the LHAP and accompanying Resolution for FY2015-2016 through FY 2017-2018; (2) Authorize the Mayor and the City Clerk to execute the Resolution and SHIP Certification, subject to review and approval of the City's Attorney's Office.
