Amended and Restated Concurrency Management Agreement Relating to the Orlando Health Downtown Campus between City and Orlando Health

Summary:
Orlando Health owns and operates a hospital campus in downtown Orlando primarily consisting of the Orlando Regional Medical Center, the UF Health Center at Orlando Health, the Arnold Palmer Hospital for Children, and the Winnie Palmer Hospital for Women and Babies.  In connection with development of the hospital campus, Orlando Health intends to construct various public infrastructure improvements (such as roadway, wastewater and stormwater improvements) and desires to ensure that the infrastructure capacity created by such improvements remains available for use by Orlando Health. The attached Agreement establishes a procedure by which Orlando Health and the City can agree that certain capacity remains available for hospital campus development and also confirms a procedure for the establishment of transportation impact fee and sewer benefit fee credits, consistent with City Code.

Recommended Action:
Approval of the attached Agreement and authorization for the Mayor or Mayor Pro Tem to execute same, subject to review and approval by the City Attorney's Office.
