Agreement with D&D Tractor & Truck Service, Inc. for the Removal of Topsoil from Orlando Wetlands Park, N15-0175

Summary:

The Wastewater Division and Procurement and Contracts Division are requesting an  agreement with D&D Tractor & Truck Services, Inc., of Palm Bay, FL, for the removal of topsoil and muck from the Orlando Wetlands Park.  Currently, there is approximately 1,000,000 cubic yards of material stockpiled at the park as a result of multiple wetland renovation projects.  The removal of material is necessary to provide a storage area for future renovation projects.

The City issued a solicitation for these services in 2013 but received no response.  D&D Tractor is offering to pay the City $1.00 per yard for suitable material and $0.50 per yard for unsuitable material at an anticipated annual quantity of 240,000 cubic yards.

The agreement will be for one-year with the option of four (4) additional one-year renewals.  The estimated annual revenue amount is $120,000.  

No City Certified M/WBE suppliers responded to the original solicitation.

Recommended Action:
Authorize the Chief Procurement Officer to enter into an Agreement with D&D Tractor & Truck Services, Inc., as noted above, subject to review and approval by the City Attorney’s Office.
