Summary:
The attached ordinance will rezone the 2.94-acre property from AC-3A/T to PD/T. The subject property is north of W. Robinson St., south of W. Livingston St., east of N. Garland Ave. and west of State Ln. The proposed Planned Development (PD) will allow a two-phase retail and entertainment complex.
The proposed uses and time-frame are as follows: Phase 1: 15,700 sq. ft. of retail and office space, 22,600 sq. ft. of café space, 7,020 sq. ft. of enclosed live event space and an outdoor vehicle display area; Phase 2: the addition of 6,000 sq. ft. of retail.
This PD will be subject to the standards of the AC-3A/T zoning district. Building heights are below two-stories and a development intensity of 0.35 FAR is proposed for Phase 1 and 0.40 FAR for Phase 2, all of which are code compliant. The ordinance also includes an expiration period of 5 years, after which the property would revert to the existing zoning designation of AC-3A/T.
Previous actions regarding this application are as follows:
· March 2007– The MPB recommended approval of an urban mixed-use project including office, residential, hotel, and commercial that required an intensity bonus (MPL2006-00042).
· May 2009– The MPB recommended approval of an urban mixed-use project including office, residential, hotel, and commercial that required an intensity bonus (MPL2009-00003).
· July 2014– The ARB provided courtesy review of the proposed development (ARB2014-00067).
· Oct. 2014- MPB recommended approval of the proposed project (ZON2014-00019).
· Dec. 12, 2014- Council approved subject ordinance on first reading. |
