Summary:

The City of Orlando, in a joint application with Orlando City Soccer requests Planned Development approval for a new 19,000-seat Major League Soccer stadium.

The +/- 10.5-acre subject property is bound on the north, west, and south by Central Blvd., Glenn Ln., and Church St. It extends over Parramore Ave. and a portion of Pine St.; the City has requested approval of an abandonment of those right-of-way segments. (City Council is scheduled to consider the separate abandonment ordinance at today's meeting).

In addition to the PD and Abandonment requests, this project seeks a Future Land Use map amendment to assign the Public-Recreational-Institutional designation onto the entire property, through a separate ordinance to be considered today.

The Municipal Planning Board recommended approval of the PD request at its December 16, 2014 meeting.

Recommended Action:

Approve the attached ordinance number 2015-4 on first reading and request that the Mayor and City Clerk present the draft ordinance for second reading and public hearing at the next regular City Council meeting.
