Subject:	Ordinance 2015-4 of the City Council of the City of Orlando, Florida, Designating Certain Land Generally Located North of W. Church st., East OF Glenn Ln., South of W. Central Blvd., and West of S. Terry St., and comprised of 10.5 Acres of Land, More or Less, as Planned Development District with the Traditional City and Parramore Heritage Zoning Overlay Districts on the City’s Official Zoning Maps; Providing Special Land Development Regulations of the Orlando Soccer Stadium Planned Development District (Economic Development)
Summary:	The City of Orlando, in a joint application with Orlando City Soccer requests Planned Development approval for a new 19,000-seat Major League Soccer stadium. The +/- 10.5-acre subject property is bound on the north, west, and south by Central Blvd., Glenn Ln., and Church St. It extends over Parramore Ave. and a portion of Pine St.; the City has requested approval of an abandonment of those right-of-way segments. (City Council is scheduled to consider the separate abandonment ordinance at today's meeting). In addition to the PD and Abandonment requests, this project seeks a Future Land Use map amendment to assign the Public-Recreational-Institutional designation onto the entire property, through a separate ordinance to be considered today. The Municipal Planning Board recommended approval of the PD request at its December 16, 2014 meeting.

Recommended Action:	Approve the attached ordinance number 2015-4 on first reading and request that the Mayor and City Clerk present the draft ordinance for second reading and public hearing at the next regular City Council meeting.
