Summary:
The attached ordinance will re-assign zoning of PD/AN (Planned Development, Aircraft Noise Overlay) to a vacant 9.68-acre property on the east side of Narcoossee Rd., between Leevista Blvd. and McCoy Rd., for the purpose of establishing a personal indoor storage facility and office, with covered and uncovered recreational vehicle and boat storage. The applicant is Robert Heilman, Metro Storage, LLC, on behalf of the owner, Howard Schieferdecker, SB Condo Partners I, LLC.
The subject property was previously zoned PD/AN in 2007, with a proposed development plan for a mixed retail, office and warehouse use. The PD was amended in 2009 (addition of a 0.23-acre property) but no permits were secured and the PD subsequently expired in November 2012.
The new PD proposes a single-story 2,726 sq. ft. office and 111,175 sq. ft. of ambient & climate-controlled personal storage, along with 36 covered boat/recreational vehicle storage spaces and 15,960 sq. ft. of uncovered boat/recreational vehicle storage. The open storage of boats/recreational vehicles is not a permitted use under the default AC-2/AN zoning, hence, the need for the Planned Development (PD) zoning. A sizable retention pond will be located in the rear of the property, next to and part of a 50-ft. wide buffer zone abutting an additional 50-ft. residential buffer zone behind single-family homes on Chelsea Harbor Dr. A 6-ft. tall wall with landscaping will be constructed on an existing earthen berm between the retention pond and the rear lot line. Decorative metal picket-style fencing will be located on the sides and in front of the storage facility, in keeping with the superior design requirements for all PDs.
The Municipal Planning Board recommended approval of the new PD on October 21, 2014, and the City Council approved the MPB minutes on November 17, 2014. |
