Ordinance No. 2014-65 Amending the Growth Management Plan (GMP) by Adopting the 2015 Winter Cycle of GMP Amendments. (Economic Development)
Summary:

The attached ordinance includes the Winter cycle of GMP amendments for the 2015 calendar year.  A summary of the proposed amendments is attached.

  • GMP2014-00022, Future Land Use Policy 4.1.9 – Airport Support District Medium Intensity - Amend Future Land Use Element Policy 4.1.9 to remove the requirement for a PD when the proposed project conforms to the I-P zoning category.
  • GMP2014-00023, Future Land Use Figure 1 – Mixed Use Corridor High Intensity - Amend Future Land Use Element Figure LU-1 to add an exception to the minimum intensity requirement for commercial areas outside the Traditional City within Mixed Use Corridor High Intensity future land use designation.
  • GMP2014-00024, Avigation Zones - Amend GMP Future Land Use Subarea Policies S.15.7 and S.34.2, and add Subarea Policy S.35.6 to identify Avigation Zone Areas as areas where GOAA avigation easements do not allow new residential development, while permitting existing residential uses to remain.
  • GMP2014-00025, Concentration of Land Uses - Amend Future Land Use Element to add Objective 1.10 and Policy 1.10.1, to support the establishment of special zoning districts to limit the over-concentration of land uses that may have negative secondary impacts and to continue to encourage true mixed use zones with a variety of land uses.
  • GMP2014-00026, Lake Eola Heights Historic District - Amend Historic Preservation Element Figures HP-1 and HP-1C to revise the boundary of the Lake Eola Heights Historic District. (District 4)
  • GMP2014-00027, Planned Bikeways - Amend Transportation Element Figures TE-49 and TE-49A, and Recreation and Open Space Element Figures R-20A and R-20B to reflect recent updates to the City of Orlando Bikeway Plan.
  • GMP2014-00028, Narcoossee Parcels - Assign the Airport Support District Medium Intensity future land use designation.  (District 1)
  • GMP2014-00029, Parks Level of Service - Amend Recreation and Open Space Element Figure R-1 Part B as it relates to Parks Level of Service.
  • GMP2014-00032, Transportation Element TE-2 - Amend Transportation Element Figure TE-2 to incorporate the Ultimate I-4 expansion project.
  • GMP2014-00033, Urban Design Element - Amend Urban Design Element Objective 8.4 and associated policies and Figure UD-32 to reflect changes to the Downtown Special Sign District.

Recommended Action:
Approval of the attached ordinance number 2014-65 on first reading and request that the Mayor and City Clerk present the draft ordinance for second reading and public hearing at a future City Council meeting after review by the Florida Department of Economic Opportunity.
