Summary:
A Request for Qualification Statements (RQS) was issued for the subject project on July 28, 2014. Subsequently, on October 2, 2014, short-listed Respondents provided presentations to the City's Advisory Committee and, at the end of the presentations, City staff ranked the Respondents. On October 20, 2014, City Council approved the Committee's ranking and authorized staff to commence negotiations for a contract with the top-ranked Respondent, Target Engineering Group, Inc. (TEG). Based on this approval, staff proceeded and successfully completed negotiations with Respondent, for a fee not to exceed $554,339.03.
TEG shall be responsible for administering the projects including but not limited to monitoring and ensuring the Contractor completes the projects in conformance with the City’s Construction Plans and Design Specifications. TEG shall be responsible for this task from the start of the Contractor’s Construction Phase of a project, including any closeout phase as required by City or FDOT procedures. TEG shall also assist with the final review of the Construction Plans.
The City of Orlando is receiving funding from the Florida Department of Transportation (“Department”) for the services solicited in the Request for Qualification Statements. It is the policy of the Department and the City that DBEs (disadvantaged business enterprises) have an equal opportunity to participate in the performance of contracts and subcontracts. There is no specific DBE participation goal on this Project; however, the Department has an overall 8.6% DBE goal it must achieve. The City has estimated 16.1% DBE availability on this Project, and TEG indicates that it will meet this estimate by utilizing Elipsis Engineering & Consultant, LLC, on this project. |
