Subject:Cooperative purchase with Orange County to Pave W.D. Judge Drive from Mercy Drive to John Young Parkway
Summary:

The City of Orlando Public Works Department and the Orange County Public Works Department have discussed the paving of W.D. Judge Drive from Mercy Drive to John Young Parkway.  A majority of this road is within the corporate limits of the City; however, a small segment is within Orange County outside the City.  The County has agreed to pave this entire segment with one of its contractors (Asphalt Paving Systems, Inc.), splitting the cost 50/50 with the City.

The total cost of the paving is estimated to be $264,403.65, with the City share being $132,201.82.  The City and the County would pay the contractor separately and directly for their respective cost share.

Upon the completion of the paving contracted project described above (which will be administrated by Orange County Public Works at no additional cost), the County and City staff agree to bring a Road Transfer Agreement, including  transfer of all right-of-way, interest, operation, and maintenance responsibilities, to their respective governing boards to transfer W.D. Judge Drive to the City.

Fiscal and Efficiency Data:Fiscal Impact Statement is attached.
Recommended Action:Approval for the Chief Procurement Officer to remit payment directly to the Contractor, Asphalt Paving Systems, Inc., for one half of the cost of paving W.D. Judge Drive in coordination with Orange County, in the estimated amount of $132,201.82.
