Subject:Ordinance No. 2014-54 annexing, assigning the future land use designation of Urban Village and assigning new subarea policy S.40.4 for property located at southeast corner of Narcoossee Road and Clapp Simms Duda Road (Narcoossee Oaks). (Economic Development)
Summary:

The attached ordinance will annex property at the southeast corner of Narcoossee Road and Clapp Simms Duda Road as well as assign the future land use designation and new subarea policy S.40.4.  The subject property is approximately 3.657 acres.  Annexation is being requested in order to develop up to 50,000 sq. ft. of non-residential uses under the Southeast Sector Plan.  The subject property is contiguous to the City limits and is reasonably compact.  If annexed, the property will not create an enclave.

The Municipal Planning Board recommended approval of the annexation (ANX2014-00009), the GMP amendment to assign Urban Village future land use designation (GMP2014-00014), the new GMP Subarea Policy S.40.4 to include the property into the Southeast Orlando Sector Plan associated zoning of PD – Village Center (ZON2014-00015) on July 15, 2014. 

The first reading for this ordinance was held on October 20, 2014. The PD zoning ordinance (Ordinance No. 2014-57) will be included as a separate item on the same City Council Agenda.

Recommended Action:Adopt the attached Ordinance 2014-54 and authorize the Major and City Clerk or Major Pro Tempore and City Clerk to execute on behalf of the City upon final review and approval by the City Attorney.
