Subject:FY 2014-2015 HUD-Housing Opportunities for Persons with AIDS (HOPWA) grant agreement between the City of Orlando and the Catholic Charities of Central Florida, Inc. d/b/a Pathways to Care (address undisclosed due to client confidentiality)
Summary:

The United States Department of Housing and Urban Development (HUD) has designated the City of Orlando to act as recipient and administrator of HOPWA funding for the area of Orange, Seminole, Osceola, and Lake Counties, which is referred to as the Orlando Eligible Metropolitan Statistical Area (EMSA).  The City of Orlando administers the HOPWA Program, which contracts with eligible service providers for the distribution of funds according to HUD regulations.

On July 28, 2014, City Council approved, as part of the FY 2014 Annual Action Plan, a request from Catholic Charities of Central Florida for HOPWA funding in the amount of $133,536.00.  Catholic Charities of Central Florida will use this funding to provide HOPWA housing assistance services to eligible low-income persons with AIDS or related diseases who reside in the Orlando EMSA.

Under the terms and conditions of this Agreement, the City agrees to reimburse Catholic Charities of Central Florida the sum of One Hundred Thirty-Three Thousand, Five Hundred Thirty-Six Dollars and No Cents ($133,536.00) in HOPWA funds for eligible housing assistance services. This allocation will be distributed among three service categories: $52,000.00 to Facility Based Operating, $72,800.00 to Supportive Services costs and $8,736.00 for Agency Administration.

Fiscal and Efficiency Data:PY2014 HUD – Housing Opportunities for Persons with AIDS (HOPWA) was approved on 07/28/2014 as part of the Annual Action Plan.
Recommended Action:Approve and authorize the Mayor and City Clerk to execute the agreement with Catholic Charities of Central Florida in the amount of $133,536.00 after review of the documents by the City Attorney's office and Grants Development Supervisor.
