Business Assistance Program Agreement between Flying Taco in College Park, Inc. d/b/a PR’s Taco Palace and the City of Orlando - 717 West Smith Street

Summary:

Flying Taco in College Park, Inc. d/b/a PR’s Taco Palace (PRs’) plans to open a second location at 717 West Smith Street. PR’s has served Tex-Mex fare at its Winter Park location since 1987.  The project consists of relocating bathrooms and ensuring that they are ADA compliant, installation of fire sprinklers throughout building and 152 indoor and outdoor seats.  PR’s plans to create 25 new full-time jobs as a result of this project.  Total capital investment for this project is approximately $45,000. 

PR’s has requested assistance through the City of Orlando's Business Assistance Program. The Business Assistance Program (BAP) is a matching grant program that was approved by the Orlando City Council on June 18, 2001 to encourage small businesses to locate, expand or redevelop in the City of Orlando. The Business Assistance Program assists with small-scale infrastructure projects, building permitting fees and impact fees. The BAP pays fifty percent of eligible fees. The maximum amount granted under the program guidelines is $20,000. All BAP awards greater than $5,000 are required to be forwarded to City Council for approval.

Total eligible fees for PR’s Taco Palace under the Business Assistance Program, are $35,809.20.  The BAP will pay fifty percent of eligible fees ($17,904.60).  The fee breakdown is as follows:  Sewer Benefit Fee @ 50% = $17,904.60.

Recommended Action:
Approve the Business Assistance Program Agreement between Flying Taco in College Park, Inc. d/b/a PR’s Taco Palace and the City of Orlando, and authorizing the Mayor or Mayor Pro Tem and City Clerk to execute same, subject to review and approval by the City Attorney's Office.
