Contract with McCree General Contractors, Inc. for Temporary Site Construction/Permanent Preconstruction Services for Fire Station No. 2.

Summary:
On October 16, 2006 City Council approved the selection of McCree as the top ranked respondent to an RFQ for the design and construction of three (3) fire stations.Subsequently  McCree successfully completed the design and construction of  Fire Station 14 and 7. Fire Station 2 was not scheduled at that time and as such, City staff did not negotiate a contract with McCree for services associated with that fire station. However, Fire Station 2 is now ready to move forward. 

Specifically, the scope of work for this authorization involves project coordination and temporary site improvements, including utilities, concrete paving and site lighting. Also included are conceptual design of the permanent station. McCree will work closely with City staff to facilitate these services. The estimated cost for these preliminary construction services is a Guarantee Maximum Price of $140,450. Actual costs will will be based on solicited bids from the subcontractor community. The temporary facility is anticipated to be in operation 12-18 months.

Upon completion of these services, City staff will request that McCree prepare a proposal for a Guaranteed Maximum Price (GMP) including design and construction costs for the permanent Fire Station No. 2. The scope of work for this project will meet the needs of the neighborhood and accommodate the development and growth in the community. The City will utilize the same quality fire station design that was used for the previous stations, hence gaining efficiencies and monetary savings in both the design and construction phases. Fire Station 2 will be located at the northeast corner of the intersection of Hames Avenue and Robinson Street. The temporary station is being placed on the site directly to the east of the future permanent station and will be removed upon completion of the permanent station.

McCree has worked closely with the City's MBE/WBE department staff during the delivery of the previous Fire Stations and will continue to do so on Fire Station No. 2. McCree has pledged to meet and/or exceed the required goals pertaining to both design and construction phase services for Fire Station No. 2.

Fiscal & Efficiency Data: Sufficient funding will be available in City of Orlando Project No. OFR0004_P.

Recommended Action:
Approve the GMP Proposal with McCree General Contractors, Inc. and authorize execution of a Preconstruction Agreement by the Mayor and the City Clerk with McCree General Contractors, Inc. in the amount not-to-exceed $140,450.
