Summary:
Following a competitive procurement. City Council approved an agreement with URS Corporation on November 26, 2007 to provide Owner's Representative Services for the Community Venues at a not-to-exceed cost of $1,438,292, for the initial year. On November 17, 2008 City Council approved Amendment I which extended services through September 30, 2009 at a not-to-exceed cost of $1,430,031 and which authorized the City's Chief Administrative Officer to extend the term and execute amendments to the Agreement on behalf of the City, provided the fee amount of any individual amendment does not exceed $2,000,000, and the cumulative total of the amendments (not including Amendment I) does not exceed $5,200,000. Amendments II-VI were subsequently approved which extended services through September 30, 2014 at an actual cost of $4,993,963 (as of July, 2014). Owner's Representative Services assist the City in tracking, cost estimating, design review and construction monitoring for the venue projects. The City wishes to continue these services by URS, especially to assist completion and closeout of Dr. Phillips Center Stage I. Staff has negotiated Amendment VII (attached) with URS which extends services through September 30, 2015 at a not-to-exceed cost of $232,790. For the extension period URS has committed to a goal of 15% MBE (Wyche & Assoc.) and 25.8% WBE (Page One) for a total 40.8% M/WBE participation. The Venues Blueprint Office has reviewed and approved M/WBE participation. |

Funds are included in the FY 2014-2015 budget that was adopted by City Council on September 15th, Fund 4003_F Venues Construction Administration Fund, CVA0001_C Community Venues Administration.

Recommended Action:
Approve and authorize the Mayor and City Clerk to execute the Amendment, substantially as attached hereto, in an amount not-to-exceed $232,790, subject to final review and approval by the City Attorney's Office. |
