Advisory Committee Ranking and Authorize the Chief Procurement Officer to Execute Contracts for Real Estate Appraisal and Consulting Services, RFP14-0012

Summary:

A Request for Proposal (RFP) was issued on April 25, 2014, to select qualified firms to provide  Real Estate Appraisal and Consulting Services.  Fourteen (14) proposals were received and reviewed by an Advisory Committee comprised of the following individuals:

Oren Henry, Housing & Community Development
Lisa Henry, Streets & Stormwater Division

Based on the information presented in the Proposals and the evaluation criteria set forth in the RFP, which included a number of factors including a price proposal from each of the firms, the Advisory Committee decided to evaluate the Proposals separately for the Appraisal and Consulting Services and Brokerage and Property Management Services groups. All fourteen firms qualified for the Appraisal and Consulting Services and five firms qualified for the Brokerage and Property Management Services. The Advisory Committee ranked the firms in the following groups and order:

The Advisory Committee reviewed the rankings and recommend negotiating a contract with proposers ranked 1 through 9 in the Appraisal and Consulting Services group and proposers ranked 1 through 5 in the Brokerage and Management Services group. Multiple contracts are requested with one or more being selected to quote on individual projects during the contract term, based on the firm's area of expertise. 

The contract will be for an initial thirty-six (36) month period, with the option to renew for up to two (2) additional one (1) year periods or portions thereof.  The Real Estate Division estimates a combined annual expenditure not to exceed $500,000.00.

Although two firms submitted a partial M/WBE plan, the Scope of Work indicated for  subcontractors are services that would not be utilized as a part of the contract but rather performed by other City department contracts. There is no opportunity for subcontracting due to the nature of the specific scope of services offered under the Proposer's licenses.


Fiscal & Efficiency Data: Funding is available in the Contractual Services Accounts for the various departments utilizing this agreement, based on the FY14/15 budgets submitted.

Recommended Action:
Approval of the Advisory Committee's ranking with authorization for the Chief Procurement Officer to negotiate and execute contracts, including any subsequent renewals, with the Proposers in ranked order, as identified above, until the successful execution of contracts.  The final contracts will be subject to review and approval by the City Attorney's Office.
