A Request for Qualification Statements (RQS) for the subject project was issued on May 8, 2014. Eight (8) firms responded to this solicitation, and the Consultants' Qualifications Board certified all eight (8) firms on June 24, 2014. On July 9, 2014, the Advisory Committee shortlisted four (4) firms for formal interviews and oral presentations. After final presentations, the Advisory Committee met to generate a ranking of the firms as follows:

The City is receiving funding from the U.S. Environmental Protection Agency (EPA) though an EPA Cooperative Agreement for services solicited for Professional Engineering Services for the Brownfield Cleanup. As part of the EPA’s funding requirement and Cooperative Agreement, EPA has a disadvantage business enterprise (DBE) fair share objective/goal of 9% MBE and 3% WBE for this project.
Environmental Consulting & Technology, Inc. (ECT) has listed Barnes, Ferland and Associates, Inc. (BFA) as their DBE/MBE firm with 10% sub consultant utilization allocated between BFA and non-certified firm, Professional Service Industries, Inc. (PSI). ECT has also reaffirmed their commitment to make a good faith effort to comply with EPA's participation goals and will identify at a later date their future DBE/MBE/WBE sub consulting firms. ECT anticipates 45% utilization for those sub consultants not yet identified and an overall 55% total anticipated sub consultant utilization for this project. |
