Environmental Consulting & Technology, Inc. (ECT) has listed Barnes, Ferland and Associates, Inc. (BFA) as their DBE/MBE firm with 10% sub consultant utilization allocated between BFA and non-certified firm, Professional Service Industries, Inc. (PSI).  ECT has also reaffirmed their commitment to make a good faith effort to comply with EPA's participation goals and will identify at a later date their future DBE/MBE/WBE sub consulting firms.  ECT anticipates 45% utilization for those sub consultants not yet identified and an overall 55% total anticipated sub consultant utilization for this project.

Fiscal & Efficiency Data: The ranking of the Respondents for these professional services has no fiscal impact.

Recommended Action:
Approval of the Advisory Committee's ranking and approval for City staff to proceed with negotiations with the top ranked firm, Environmental Consulting & Technology, Inc.   Should negotiations with the top ranked firm prove unsuccessful, approve negotiations with successively ranked firms until a successful agreement is reached.
