Summary:
As a HUD formula grant recipient, the City of Orlando is required to prepare and adopt an annual action plan in order to receive funds from the CDBG, ESG, HOME and HOPWA formula grant programs. The 2014 Annual Action Plan outlines specific activities and funding allocations that will be used to implement the 2011-2016 Consolidated Plan strategies during Program Year 2014, which runs from October 1, 2014 through September 30, 2015.
A total of $5,902,647 is expected to be available to the City to fund activities identified in the 2014 Annual Action Plan. This total is comprised of the following grant allocations: 1) CDBG Program $1,806,256; 2) ESG Program $156,866 and $6,692 in past years re-allocated ESG; 3) HOME Program $924,767; and 4) HOPWA Program $3,008,066. Activities identified in the 2014 Annual Action Plan were selected based on needs identified in the 2011-2016 Consolidated Plan, recommendations from Housing and Community Development staff and recommendations from the CDBG, ESG, and HOPWA Review Committees, which are made up of representatives from the community.
A Public Notice was published in area newspapers on June 22, 2014 announcing that a draft of the 2014 Annual Action Plan was available for public review and comment. Copies of the Plan were also provided to area libraries and on-line at www.cityoforlando.net/housing for public viewing. Citizens were asked to submit comments from June 23, 2014 until July 22, 2014. Additionally a public hearing was held on July 8, 2014 in City Council Chambers, City Hall, 5:30 p.m. During the review period, the HOME budget was adjusted to include tenant based rental assistance.A summary of any comments received will be submitted to US HUD with the 2014 Action Plan.
