An Extension to a Temporary Use Permit for a Portion of the Vacant Lot at the Southeast Corner of North Terry Avenue and Grove Park Drive (the Hughes property) until July 14, 2015 as a Temporary Parking Lot for the Employees and Residents of the Adjacent Coalition for the Homeless Site while the Site is being Reconstructed

Summary:
The Coalition for the Homeless is requesting an extension of a Temporary Use Permit to allow parking on an unimproved surface at the southeast corner of N. Terry Avenue and Grove Park Drive.  

On August 15, 2011, City Council approved a Temporary Use Permit for parking at this location. This parking serves the employees and residents of the Coalition while the main facility at 639 W. Central Blvd. is being redeveloped. On March 25, 2013, City Council extended this permit until December 31, 2013. The Planning Official subsequently issued a three-month extension until March 31, 2014.

Though the Coalition is nearing completion of the construction of the new facility, the demolition of the old facility and construction of a permanent parking lot has not yet commenced. Accordingly, the Coalition requests permission to continue to use the subject property for temporary parking until July 14, 2015.   

The previous approval required the installation of wheel stops and a crosswalk on North Terry Avenue; these improvements have been completed.

Recommended Action:
Staff recommends approval of this request with the following condition, updated from the previous request: 

Restoration - After the use of the lot ends or by July 14, 2015 (whichever occurs first), the Coalition shall be responsible for restoring the site to its original condition. This includes possible regrading of the grassed parking area and sodding or hydro-seeding the grass lot. The grass lot would then need to be irrigated or hand watered until the newly planted grass takes hold.
