Request for Qualification Statements for Construction Engineering and Inspection Professional Services for Citywide Sidewalks, RQS14-0233


A Request for Qualification Statements (RQS) for the subject project was issued on April 14, 2014.  Four (4) firms responded to this solicitation and the Consultants' Qualifications Board certified all four (4) on May 19, 2014.  On June 11, 2014, the Advisory Committee shortlisted three (3) firms for formal interviews and oral presentations.  After final presentations, the Advisory Committee met to generate a ranking of the firms as follows:

As this is a federally financed project, it is the policy of USDOT and the City to provide DBEs with an equal opportunity to participate in the performance of federally financed contracts and subcontracts.  There is no specific DBE participation goal on this Project; however, the Public Works Department has an overall 8.6% DBE goal it must achieve.  PSA Contractors , Inc has listed  Blue Marlin Engineering, LLC (DBE) and JBS Engineering Technical Services, Inc (DBE) as the DBE firms to be utilized for this project.

Fiscal & Efficiency Data:

The ranking of the Respondents for these professional services has no fiscal impact.

Recommended Action:

Approval of the Advisory Committee's ranking and approval for City staff to proceed with negotiations with the top ranked firm, PSA Constructors, Inc.   Should negotiations with the top ranked firm prove unsuccessful, approve negotiations with successively ranked firms until a successful agreement is reached.
