Proposed ordinance #2014-21, relating to the Downtown Orlando Sports & Entertainment District Planned Development.

Summary:
The attached ordinance will amend the Official Zoning Map by assigning the Planned Development ("PD") zoning district, along with the Traditional City and the Parramore Heritage overlay zoning districts, and establishing special land development regulations for approximately 7.82 acres of land located generally north of W. Church St., east of S. Division Ave., south of W. Central Blvd., and west of S. Hughey Ave. The Planned Development district is referred to as the Downtown Sports & Entertainment District ("SED") and is directly across Church St. from the Amway Center.
 
The City's Municipal Planning Board (the "MPB") voted unanimously to recommend approval of the PD zoning application on January 21, 2014.
 
The SED Planned Development zoning district permits the following maximum development program:
 
  1. 122,000 sq. ft. of office use
  2. 68,000 sq. ft. of retail use
  3. Structured parking
  4. 250 hotel rooms
  5. 250 residential dwelling units
  6. An outdoor festival plaza
The PD allows for a phased development, with each phase of development being reviewed and approved by master plan. The ordinance also includes architectural elevations for principal structures included within Phase I (including the proposed office/retail tower, a standalone parking garage, the festival plaza, and two retail kiosks), a special "Intensive Entertainment District" sign package, and approved cross-sections for the extension of W. Pine Street through the development site.

Fiscal & Efficiency Data: No fiscal impact.

Recommended Action:
Adoption of proposed ordinance 2014-21, relating to the Downtown Orlando Sports & Entertainment District Planned Development and authorize the Mayor and City Clerk or a Mayor Pro Tempore and City Clerk to sign into law upon final review and approval by the City Attorney.
