Recommended Action:
Staff recommends approval of this Temporary Use Permit which allows artists to paint murals on existing building walls in specific locations within the City of Orlando. This approval is subject to the following conditions:
1.
Consistency – The proposed murals shall be consistent in size, dimension, site locations and appearance as depicted on the documents submitted and as outlined in the attached documents.
2.
Final Approval – All final mural renderings shall be submitted to the Planning Official for approval of the art work and exact location on the building. In addition, the Planning Official may approve an exchange of the mural to a different building/parcel if requested by the applicant.
§ Number of Murals – A maximum of seven murals shall be installed within the City of Orlando.
3.
Temporary Use Permit – This approval is granted on a temporary basis, to expire four weeks from the date of City Council approval; however, the Planning Official may grant an extension up to an additional two weeks for reasonable cause.
4. Building Owner Approval – Evidence of approval from each building owner for each temporary mural shall be submitted to the Planning Official prior to launching the project.
5.
Removal of Murals – All murals shall be removed and the building’s original paint color restored; this will likely require the re-painting of the entire side of the building where the mural is to be placed or the repainting of the entire building. Two of the seven buildings are located within districts that require special approvals for any changes in building paint color. City approvals will be required should the paint colors on these buildings change.
6.
Film Permit – Should this project qualify, a film permit from the Orlando Film Commission will be required.
