Summary:
The subject property is Phase A of a 4-phased Planned Development (PD) known as Orlando Lutheran Tower (OLT). The +0.70 acre subject site is in the South Eola neighborhood, north of E. Church St., south of E. Pine St., east of Lake Ave. and west of S. Osceola Ave. The applicant is requesting to amend the subject phase of the OLT PD to allow a 22-level, 233 unit multi-family building with 22,300 sq. ft. of commercial use. This request also proposes to increase, through a recalculation, the maximum allowed program for the overall PD to 710 units.
Unless specified in the PD, the parcel will be subject to the standards of the MXD-2/T zoning district.
Previous actions regarding this application are as follows:

October 13, 2003- Adoption of the Orlando Lutheran Tower PD to allow development of a mid-rise mixed use active adult residential project (ZON2002-00046; CC Doc#: 031013710). This rezoning was also processed with two abandonment requests to abandon a portion of Lake Avenue and Mariposa (ABN2002-00013 & ABN2002-00014).

March 2, 2006- Subarea Policy S.7.4 (Addressing the South Eola Small Neighborhood Plan) became effective.

May 16, 2006- South Eola Small Neighborhood Plan Area adopted by City Council.

June 19, 2006- Rezoning of the subject property from MXD-2/T to PD/T, expanding the boundaries of the OLT PD to include the subject property, allowing development of a high-rise mixed-use residential project. Previous abandonments for a portions of Lake Avenue and Mariposa Street were repealed with this PD amendment. (ZON2005-00038; CC Doc#: 0606191003).

March 23, 2007- Letter of Determination Issued concerning dividing Phase C into two sub-phases (LDC2006-00462).

August 20, 2007- PD Amendment adopted by City Council to alter development standards for subject property. Specifically, altering setbacks from the original PD, revising the overall PD development program, and allocating portions of the program to each phase (ZON2007-00011; CC Doc#0708201006).

January 8, 2008: Letter of Determination issued reducing unit count, maintaining approved retail square footage and reducing the width of three sidewalks. (LDC2007-00427).
