Summary:
The attached ordinance includes the 2014 Winter Cycle of GMP amendments, pursuant to the City's Local Government Comprehensive Planning Certification Agreement with the Department of Community Affairs (now located in the Florida Department of Economic Opportunity Division of Community Planning). GMP amendments are divided into two packages. The attached 14-2ESR amendment package is subject to the Expedited State Review process per the 2011 Community Planning Act. The first reading of this ordinance occurred on December 16, 2013 as the "14-1ESR GMP Amendments". After state review, the Department of Economic Opportunity changed the title of the amendment set to "14-2ESR". The 14-2CPB which is exempt from state and regional review per the Certification Agreement was adopted as part of a separate ordinance on January 27, 2014. Adoption of this amendment was placed on hold to address a lot split requirement, which has now been resolved. A summary of the 14-2ESR amendments is attached.
