Subject:An Extension of Temporary Use Permits for the Not-for–Profit, Amway Center Parking Lots
Summary: 

On August 30, 2010 (and amended on November 1, 2010), the City Council authorized the Planning Official to issue Temporary Use Permits to the owners of nine unimproved lots near the Amway Center to be allowed to use their property for paid parking lots during events. These lots were approved to be in use until January 2013. On November 5, 2012, the City Council extended this expiration date until July 1, 2014 (CAI attached). At that time, the temporary use permits for the nine approved temporary parking lots will end.

The current Amway Center Parking lots include:

·LDC2010-00233 - Elks Lodge - 527 W. Jackson St.

·LDC2010-00324 - Shiloh Baptist Church - 604 W. Jackson St., 241 S. Terry Ave., and 580 W. Jackson St.

·LDC2012-00445 – Wells Built Museum - 511 W. South St.

·LDC2010-00218 - 416 S. Division Ave.

·LDC2010-00229 - 526 W. Jackson St.

·LDC2010-00244 - 618 W. Central Blvd.

·LDC2010-00266 - 533/537 W. South St.

·LDC2010-00278 - 432 S. Division Ave.

·LDC2012-00008 - 448 S. Division Ave.

Of these nine lots, three are owned and operated by institutional,not-for-profit organizations. These uses are Shiloh Baptist Church (604 W. Jackson St.), the Wells Built Museum (511 W. South St.), and the Elks Club (527 W. Jackson St.). These are long standing non-profits that have provided services to the Parramore community for many years to include scholarships for at risk students and support for the arts in the Parramore area. The proceeds from the parking operations will help assure that these organizations can continue to provide these services.

Also, unlike the other, “stand alone” parking lots, these lots provide needed parking for the not-for profits and are not immediate candidates for redevelopment.

Recommended Action:

Staff recommends allowing the Events Center temporary use permits for the Events Center parking lots to expire on July 1, 2014 with the exception of the approved temporary use parking lot permits for the Wells Built Museum, the Elks Club and Shiloh Baptist Church. These institutional parking lots may continue as Temporary Use Permits for an additional two years or until July 1, 2016.
