Summary:

 

A Request for Qualification Statements (RQS) for Professional Services for Landscape Architecture and Planning Design Professional Services was advertised and issued on January 30, 2014. Ten (10) firms responded to this solicitation, and the Consultants' Qualifications Board (CQB) certified all ten (10) firms.

On March 14, 2014, the Advisory Committee shortlisted four (4) firms for formal interviews and oral presentations. After final presentations, the Advisory Committee met to generate a ranking of the firms as follows:

  1. Dix.Hite + Partners, Inc.
  2. Magley Design, LLC
  3. Bellomo-Herbert and Company, Inc.
  4. Littlejohn Engineering Associates, Inc.

The members of the Advisory Committee are as follows:

  1. Beth Gruber (Chair), Landscape Architect, Senior Park Planner, Parks Division, City of Orlando
  2. Matthew Weisenfeld, Trans. Planning Analyst, Transportation Planning Division, City of Orlando
  3. Denise Riccio, FPR Grants Manager, Families Parks and Recreation, City of Orlando
  4. Kenneth Pellham, Planner III, Community Planning, City of Orlando
  5. Rene Carcamo, Contract Compliance Investigator II, M/WBE Office, City of Orlando

It is recommended that two (2) firms be contracted to provide these services. The term of the proposed contracts will be for a period of two (2) years from the date of contract execution with a renewal option to extend the contracts for one (1) additional year.

Dix.Hite + Partners, Inc., has agreed to meet or exceed the City of Orlando’s MWBE combined goal of 24%. Dix.Hite + Partners, Inc.’s M/WBE Participation Plan for this project is as follows:

Fiscal & Efficiency Data: Funding will be obtained from the specific project account when a particular project is identified that necessitates a scope of work associated with the services noted herein. 

Recommended Action:

Approval of the Advisory Committee's ranking and authorization for the Chief Procurement Officer (CPO) to negotiate and execute the contracts and all subsequent renewals for Landscape Architecture and Planning Design Professional Services with the top two (2) ranked firms, Dix.Hite + Partners, Inc and Magley Design, LLC, subject to the review and approval of the City Attorney's Office.  Should negotiations with the top ranked firms prove unsuccessful, approve negotiations with successively ranked firms until a successful agreement is reached.   Also authorize the CPO to execute Service Authorizations less than $200,000.
