Subject:
An Ordinance of the City Council of the City Of Orlando, Florida, Amending and Restating the Planned Development Zoning District Regulations for the Orlando Health Planned Development, on Property Generally Located North of Kaley St., South of Gore St., East of Atlanta Ave., and West of Orange Ave., and Comprised of 65 acres, More Or Less; Rezoning Certain Land Within the Orlando Health Development From PD/T to O-2/T/SP, in Part, and MU-1/T/SP, in Part, and Rezoning Other Certain Land Within the Planning Area from Various Straight Zoning Districts To PD/T, in Part, and PD/T/AN, in Part.

Summary:

Orlando Health requests a comprehensive amendment to its existing Planned Development ordinance. The proposed ordinance-- a complete rewrite of the existing ordinance-- allows for increased development densities subject to compliance with new design standards and addresses recently added and removed property, among other modifications.

Proposed modifications to the existing PD include:

  • an expansion of the Planning Area,

  • an increase in the number of allowed hospital beds to coincide with the current limit within the Development of Regional Impact,

  • a clarification of the uses allowed within the campus,

  • replacing the current development “bonus” system with a system aligned with two Transit Areas as delineated in the Growth Management Plan

  • an enhanced series of design requirements and guidelines

  • an acknowledgment of a recently approved Master Sign Plan

  • establishment of standards for street cross-sections

The Municipal Planning Board recommended approval of the PD Amendment at its May 21, 2013 meeting. City Council approved the MPB minutes at its June 17, 2013 meeting and approved this item on 1st reading on March 17, 2014.

Recommended Action:

Adopt the attached ordinance number 2013-45 and authorize the Mayor and City Clerk or Mayor Pro Tempore and City Clerk to execute on behalf of the City upon final review and approval by the City Attorney.
