Summary:

A Request for Qualification Statements (RQS) for Professional Services for Energy Efficiency Improvement Project was advertised and issued on August 5, 2013. On November 25, 2013, City Council approved the Committee's ranking and authorized staff to commence negotiations for a contract with the top-ranked respondent, TLC Engineering for Architecture (TLC). City staff proceeded and successfully completed negotiations with TLC.  The fee for these services is $735,000.00.

TLC has agreed to meet or exceed the City of Orlando's M/WBE participation goals of 18% Minority Business Enterprise and 6% Women Business Enterprise. TLC has proposed to utilize the following M/WBE firms:

  Milan Engineering, Inc. MBE 40% Mechanical & Electrical
  Rhodes + Brito Architects, Inc. MBE TBD Architectural Services
  Montgomery Consulting Group, Inc. WBE 6% Cost Estimating

Recommended Action:

Authorize the Chief Procurement Officer to execute a Contract with TLC Engineering for Architecture, for a fee of $735,000.00 for Energy Efficiency Study Project, subject to the review and approval by the City Attorney's Office.
