Amended and Restated Operations Agreement by and between the City of Orlando, the Community Redevelopment Agency (CRA), and the Central Florida Regional Transportation Authority, (LYNX) for the operations and maintenance of existing LYMMO Bus Rapid Transit (BRT) service (Orange Line), and addition of the East/West BRT (Grapefruit Line) and Parramore BRT (Lime Line) services.
Summary:

In 1997, the City of Orlando and the Central Florida Regional Transportation Authority (LYNX) entered into an Operations Agreement which provided for the operation, funding and maintenance of the existing LYMMO system (Orange Line).

In 2009, the Orlando City Council approved an Interlocal Agreement between the City of Orlando, LYNX and the CRA to develop a Downtown Orlando Transit Circulator Expansion AA Study and subsequent funding for the AA study. This study resulted in the design and construction of the East/West BRT and Parramore BRT in 2010. The latest Interlocal Agreement was amended in 2012 to include additional funding sources and the local match. The East/West BRT (Grapefruit Line) is expected to start operations in mid-April 2014, while the Parramore BRT (Lime Line) is expected to start partial operations in September 2014.

Recommended Action:
Approval of the LYMMO Operations Agreement in the form attached and authorization for the Mayor or Mayor Pro-Tem to execute same, subject to review and approval by the City Attorney's Office
