On April 15, 2014, the City of Orlando and the Department of Corrections, "Department", entered into a contract for the provision of inmate labor crews, "Contract," to assist in maintaining landscape areas throughout the City. The Contract also provided for a one-year renewal which the City exercised on March 9, 2015. Based on the success of the program, the City entered into a new Contract on the same terms for an additional year, beginning April 29, 2016, with a one year renewal option. The City and the Department now desire to enter into another contract providing additional labor crews to serve additional areas. Per the Contract, the Department provides two, six-person inmate work squads and two corrections officers to supervise them, for forty hours a week. The City pays the salaries and position-related expenses of the assigned correction officers but not inmate labor.Using these crews significantly reduces the cost of landscape maintenance throughout the City.
