Summary:
The attached ordinance will rezone a 231-acre property from I-P (Industrial Park), I-P/RP (Industrial Park, with Resource Protection Overlay), P (Public Use) and P/AN (Public Use, with Aircraft Noise Overlay) to PD (Planned Development), PD/RP (Planned Development, with Resource Protection Overlay) and PD/AN (Planned Development, with Aircraft Noise Overlay). The vacant property is located on the south side of 8th St., west of Tradeport Dr., and north and east of Boggy Creek Rd. The applicant is Daniel Fogarty, Jr., with Becknell Industrial, LLC, representing owners Brian Mulvaney, for Bogey Boggy Creek, LLC (176.8 acres), and the City of Orlando (53.8 acres). The applicant is in the process of purchasing the City-owned portion of the site.
The proposed PD will consist of a multi-phased industrial development with ±3,000,000 sq. ft. of warehouses, offices and flex-space uses in proximity to the Orlando International Airport. Much of the property was formerly part of the former Orlando Naval Training Center Annex. The default zoning of the PD will be I-P (Industrial Park), I-P/RP (Industrial Park, Resource Protection Overlay) and I-P/AN (Industrial Park, with Aircraft Noise Overlay). Development of all phases within the PD will require Specific Parcel Master Plan review and approval.
The Municipal Planning Board recommended approval of the rezoning to PD, PD/RP and PD/AN on January 19, 2016. The City Council approved the January 2016 MPB meeting minutes and also the PD rezoning ordinance on 1st reading on Feb. 29, 2016. |
