Second Amendment to the Vehicle Maintenance Facility Ground Lease between the City, GOAA and All Aboard Florida
Summary:

In conjunction with its development of an inter-City commuter rail project, All Aboard Florida, "AAF" is constructing certain infrastructure at Orlando International Airport, "OIA".  To accommodate rail infrastructure, GOAA and AAF, entered into a Vehicle Maintenance Facility Ground Lease on January 22, 2014, and a First Amendment on October 28, 2015.  The City consented to both the original Lease and the First Amendment, as fee simple owner of the OIA property.  GOAA and AAF now desire to amend the Lease again to provide that AAF will enter into a license agreement with FDOT authorizing a SunRail commuter train crossing at the entrance drive to the rail facility.

Recommended Action:
Approval of the attached Second Amendment and authorization for the Mayor or Mayor Pro Tem to execute same, subject to review and approval by the City Attorney's Office.
