Limbach Facility Services, LLC Qualified Target Industry Tax Refund Resolution

Summary:

Limbach Facility Services, LLC is an industry-leading provider of sustainable building solutions focused on innovative and cost-effective HVAC management.  The company had grown into one of the nation’s premier mechanical contractors, with over 1,200 employees throughout the U.S.

To support future growth, Limbach is considering a national headquarters location in Downtown Orlando for its design and engineering services division, which currently has 26 employees in Florida.  If the Qualified Target Industry (QTI) program incentive is made available to the company, Limbach will create 31 new-to-Florida jobs by December 31, 2019, paying an average annual wage of $74,500, which is at least 150% of the Orange County annual wage.  The average value of benefits that will be available to employees is $18,625, which includes health insurance, 401(k), paid vacation and sick leave and employer paid life and disability plans.  Limbach’s total capital investment is estimated to be $402,500 in construction and equipment.  In addition to the City of Orlando, the company is considering California, Maryland and Pennsylvania for this project.

The State of Florida will provide a total of $186,000 to Limbach Facility Services, LLC under the QTI program, which includes the City's local financial support. City staff proposes to provide the local 20% QTI match, up to $1,200 per job created, paying an average annual wage of $74,500. Under this arrangement, the City of Orlando would provide $37,200 as an incentive over a seven-year period.  City staff is recommending this match because Limbach is: 1) a targeted growth industry; 2) creating 31 new jobs; 3) retaining 26 existing jobs; 4) investing $402,500 in construction and equipment; and 5) considering other states for relocation.

The City of Orlando will benefit through the creation of 31 positions over the next four (4) years and the likelihood of continued job growth and investment well beyond this time frame. Florida's Qualified Target Industry Program includes strict accountability requirements of the applicant. The pledge of funds pursuant to this resolution shall be contingent upon Limbach Facility Services, LLC being qualified by the State of Florida as a QTI Program participant, meeting its job and wage obligations under the program and future budget appropriations by the Orlando City Council.

Recommended Action:
Approval of the Limbach Facility Services, LLC Qualified Target Industry Tax Refund Resolution and authorizing the Mayor or Mayor Pro Tem and City Clerk to execute same, subject to review and approval of the City Attorney's Office
