Orange County has leased space at the Callahan Neighborhood Center (Center) for its Headstart program for more than sixteen (16) years.  Headstart provides early childhood development services to families with children ages 3 - 4 years old.  The program operates for approximately ten (10) months each year and coincides with the Orange County Public School calendar. 

Instead of renewing the term of the previous Lease, which has been amended five (5) times since 2003 and expired on September 30, 2015 the City and Orange County wish to consolidate all of the amended terms and enter into a new lease to continue the ten (10) month program and to add a two (2) month summer program at the Center.

The new Lease term shall be two (2) years commencing retroactively on October 1, 2015, ending on September 30, 2017.  The Lease may be extended for two (2) additional terms of two (2) years each upon mutual written agreement of the parties.  Rent for the ten (10) month program shall be $1,888.83 per month and $1,689.54 per month for the two (2) month summer program, a total of $22,262.88 annually.  Either party may terminate the lease upon thirty (30) days written notice. 

Approval and authorization for the Mayor/Pro Tem and City Clerk to execute the Lease, substantially in the form attached, and approval and authorization, without further City Council approval, for the Real Estate Division Manager to execute the additional renewal options referenced herein, so long as such renewals are in conformance with the terms and conditions of the Lease, all subject to the review and approval of the City Attorney's Office.
