2015 Grant Applications by the Greater Orlando Aviation Authority (GOAA) to the Federal Aviation Administration (FAA)

Summary:

GOAA is applying for five (5) grants offered by the FAA for various airport projects, and has requested that the City accept the grant applications. A summary of each grant is set forth below:

1. Airport Layout Plan (ALP) - Grant application to conduct an ALP planning study, develop airport geographic information systems (A-GIS), and update the airports's 2003 ALP and 2011 Property Map documentation to comply with FAA's Advisory Circulars and Standard Operating Procedures. The total project cost is estimated at $449,514.00.  The FAA grant amount is $350,000. The State will provide $19,444 and GOAA will provide $80,000. 

2 - ARFF Crash Truck Replacement - Grant application for the acquisition of a new Aircraft Rescue and Fire Fighting (ARFF) vehicle with high reach extendable capabilities to replace the existing 2002 Crash Truck, which is in need of replacement. The total cost is $800,986.  The FAA grant amount is $600,739. The State will provide $100,123, and GOAA will provide $100,124. 

3 - Secured Area Access Point CTV Improvements - Grant application to upgrade and enhance the Closed Circuit Television System (CCTV) at each of the Secured Area entry points at Orlando International Airport (OIA). The current CCTV was installed ten (10) years ago and is near the end of its useful life. This project will enhance and upgrade the CCTV coverage and video storage capability of all secured area entry points at OIA.  This phase of the project involves the preparation of plans and specifications only.  The total project cost is estimated at $237,043.80. The FAA Grant amount is $177,782.80. The State will provide $29,630 and GOAA will provide $29,631. 

4- Taxiway C South End Rehabilitation-Design - Grant application for the rehabilitation of the existing pavement for the south end of Taxiway C (approx. 2,540 ft. located between Taxiway F and Taxiway B10), taxiway B9 and related areas. The project wil eliminate areas of distressed pavement and maintain aircraft taxiing capacity.  The work includes milling of existing pavement, removal of deteriorated pavement, a bituminous pavement overlay and associated markings, lighting and signage. The total project cost is estimated at $552,920. The FAA Grant amount is $414,727. The State will provide $69,121 and GOAA will provide $69,122.

5 - Taxiways G and H Safety Area Improvements and Related Work - Grant application for an airport design project to develop bid documents (design plans and technical specifications) to upgrade the Taxiway Safety Areas in several airfield areas near Runway 17R/35L at OIA.  These areas, which support Airplane Design Group V aircraft operations, include Taxiways G and H (located west of Runway 17R/35L), adjacent taxiway connectors G1, H1 - H10, and portions of Taxiways e and F located between Taxiways E5 and E6. This phase of the project involves the preparation of plans and specifications only.   The total project cost is estimated at $150,510. The FAA Grant amount is $112,882. The State will provide $18,814 and GOAA will provide $18,814.

Recommended Action:
Accept the grants and grant applications and authorize the Mayor and City Clerk to execute any and all grants applications, grant agreements and related documents, subject to review by the City Attorney's Office.
