- Adding restrictions for electrified fences in proximity to Orange Blossom Trail and Narcoossee Road,
- Adding restrictions for electrified fences between the building and the street on Major Thoroughfares.

City Council approved the proposed ordinance on first reading on March 23, 2015, requesting certain modifications. The attached ordinance incorporates these changes, summarized below. (Also attached is a track-changes version of the ordinance).
1. Electrified fences are prohibited at schools, and within 50 feet of schools unless approved by special exception reviewed by the MPB (just like the approval process for fences within 50 feet of a residential zoning district), and are prohibited between 51 feet and 150 feet of schools unless approved by administrative special exception (also just like the approval process for fences within 51 feet and 150 feet of a residential zoning district).
2. Barbed wire is prohibited in conjunction with an electrified fence.
3. The term "aviation use area" is changed to "air operations area" to match the appropriate definition in Chapter 8, Orlando City Code.
