Summary:
A Request for Qualification Statements (RQS) was issued for the subject project on April 14, 2014. Subsequently, on June 25, 2014, short-listed Respondents provided presentations to the City's Advisory Committee and, at the end of the presentations, City staff ranked the Respondents. On July 14, 2014, City Council approved the Committee's ranking and authorized staff to commence negotiations for a contract with the top-ranked Respondent, PSA Constructors, Inc. Based on this approval, staff proceeded and successfully completed negotiations with Respondent, for a not-to-exceed fee of $419,858.52.
The City of Orlando is receiving U.S. Department of Transportation (USDOT) funding from the Florida Department of Transportation (Department) for the services solicited in the subject solicitation. It is the policy of USDOT, the Department, and the City that DBEs (disadvantaged business enterprises) have an equal opportunity to participate in the performance of federally financed contracts and subcontracts. There is no specific DBE participation goal on this Project; however, the Department has an overall 9.91% DBE goal it must achieve. In order to assist Respondents in determining their DBE commitment level, the City has estimated 16.1% DBE availability on this Project. Recommended Action:
Authorize the Chief Procurement Officer to execute the Contract with PSA Constructors, Inc., in a not-to-exceed amount of $419,858.52, for these Professional Engineering Services for the subject project, subject to the review and approval of the City Attorney's Office. |
