Old Goldenrod Rd. Right-of-Way Utilization Agreement for 3-Pt. Bowling Alley Parking (LDC2015-00025)(Economic Development)

Summary:

The owner of the 3-Pt. Bowling Alley, at 7470 Hoffner Ave., requests a Right-of-Way (R-O-W) Utilization Agreement to place 55 paved parking spaces and a buffer wall in the Old Goldenrod Rd. R-O-W. The subject 0.77-acre R-O-W is located on the south side of Hoffner Ave., between the bowling alley and a Citgo gas station, at 6320 Narcoossee Rd. (in unincorporated Orange County).  The applicant is Greg Roebuck, with Aagaard-Juergensen, Inc., for Joseph O’Lear, owner of the bowling alley.

The applicant & owner previously applied to abandon this portion of Old Goldenrod Rd. in July 2012 but said abandonment request (ABN2012-00003) was not supported by staff, based on a possible future need to extend Old Goldenrod Rd. south to Marketplace Dr. The owner has long wanted additional overflow parking for certain events held at the bowling alley and the adjacent R-O-W is a logical place to locate the overflow parking area.

The paved parking lot and 2-way drive aisles will be accessed solely from the bowling alley and will have a hammerhead turnaround at the southern end. Landscaping and a 6-ft. tall ±200 ft. long masonry block wall will be located 20 ft. west of the easternmost R-O-W line. The wall and landscaping are being provided to provide a buffer from the adjacent Citgo convenience store with gas pumps (located in the County), which encroaches into the Old Goldenrod Rd. R-O-W.

If and when the City determines the need to extend Old Goldenrod Rd. to the south, the City will contact the owner of the bowling alley and all site improvements within the R-O-W will be removed and the property will be re-graded and returned to a natural state, all within 30 days, per the attached R-O-W utilization agreement.

Recommended Action:

Approve the Old Goldenrod Rd. Right-of-Way Utilization Agreement for the requested 55-space paved parking lot and buffer wall, with the following conditions:

1.   Consistency - The proposed improvements shall be consistent with the size, dimensions, location and appearance shown on the plan submitted with the current application and as described above.

2.    Parking Lot & Drive Aisles shall consist of a 6-inch sub-base, a 6-inch base and 1-inch of asphalt. Gravel, rock or asphalt millings are prohibited.

3.   The masonry block wall shall be 6 ft. tall, shall be ±200 ft. in length and shall be located no closer  than 20 ft. from the eastern R-O-W line.

4.   Chain link fencing is allowed south of the masonry block wall and can be located along the eastern R-O-W line south to a point even with the southern property line of the bowling alley.

5.   When located adjacent to a public sidewalk or public right-of-way, any decorative metal fencing   (not chain link) shall be no closer than 5 feet to the closest sidewalk edge or right-of-way boundary.

6.   Landscape plans and details shall be reviewed at the time of permitting.

7.  Lighting

     •  All exterior lighting shall comply with the City’s Lighting Ordinance (LDC Chapter 63 Part 2M).

     •  Lighting at the property line shall not exceed 1.0 foot candles when adjacent to all other properties.
