Contract Amendment between the Department of Corrections and City of Orlando to Provide for the Use of Inmate Labor in Work Programs

Summary:
On April 15, 2014, the City and the Department of Corrections, "Department", entered into a contract for the provision of inmate labor crews, "Contract," to assist in maintaining landscape areas throughout the City. The Contract also provided for a one-year renewal.  Based on the success of the program, staff recommends extending the Contract for an additional year.  The attached Amendment provides for an extension to end on April 29, 2016.  Per the Contract and the Amendment, the Department provides two, six-person inmate work squads and two corrections officers to supervise them, for forty hours a week.  The City pays the salaries and position-related expenses of the assigned correction officers but not inmate labor.  Using these crews significantly reduces the cost of landscape maintenance throughout the City.   

Fiscal & Efficiency Data: Costs will be paid from General Fund 0001_F, STW0007_C  

Recommended Action:
Approval of the attached Contract Amendment and authorization for the Mayor or Mayor Pro Tem to execute same, subject to review and approval by the City Attorney's Office.
