Summary:

City Staff proposes an amendment to the Land Development Code regarding Electrified Fences, expressly permitting them and providing a clear and consistent permitting process.

Key provisions of the proposed code include:

  • Adding a definition of "security fence", which includes barbed wire and electrified fencing.
  • Prohibiting of electrified fences in the Parramore Heritage overlay district
  • Adding restrictions for electrified fences in proximity to residential uses, by introducing a "special exception" review. This review can be administrative or require City Council review, depending on the circumstances as specified in the ordinance.
  • Adding restrictions for electrified fences in proximity to Orange Blossom Trail and Narcoossee Road,
  • Adding restrictions for electrified fences between the building and the street on Major Thoroughfares.
  • Requiring any electrified fence to be surrounded by a non-electrified fence.

Recommended Action:
Approve the attached ordinance number 2015-12 on first reading and request that the Mayor and City Clerk present the draft ordinance for second reading and public hearing at the next regular City Council meeting.
