Subject:
Ordinance No. 2015-10 amending the Future Land Use Map Designation from Residential Low Intensity and Conservation to Public, Recreational and Institutional and changing the Zoning Classification from R-1 to P for 0.508 acres of property generally located to the east and west of Mable Butler Avenue and south of its intersection with Hage Way. (L. Claudia Allen Senior Center Parking Lots) (Economic Development)

Summary:

The attached combined ordinance applies to two lots, generally located to the east and west of Mable Butler Avenue, south of Hage Way and comprising +/- 0.508 acres. Addressed as 1828 Mable Butler Avenue and 3558 Hage Way, respectively, these two sites are to be used as parking areas for the L. Claudia Allen Senior complex.  

The ordinance will:

 A) Change the future land use designation of the +/-0.508 ac. subject property from Residential Low Intensity and Conservation to Public, Recreational and Institutional; and

B) Rezone the site from R-1 (One Family Residential) to P (Public Use).

The Municipal Planning Board (MPB) recommended approval of the GMP amendment (GMP2014-00038) and rezoning (ZON2014-00030) on January 20, 2015. A request for a Conditional Use Permit (CUP), which addresses the inclusion of the two lots into the L. Claudia Allen Senior complex was also approved (CUP2014-00029). City Council approved MPB minutes on February 23, 2015.

The second reading of the ordinance is scheduled for March 23, 2015.

Recommended Action:
Approve the attached ordinance number 2015-10 on first reading and request that the Mayor and City Clerk present the draft ordinance for second reading and public hearing at the next City Council meeting.
