Summary:

The City of Orlando requests approval of a Right-of-Way abandonment for portions of Parramore Ave. and Pine St., in preparation for development of a new Major League Soccer stadium.

The +/- 1.22-acre subject property consists of Parramore Ave. between Church St. and Central Blvd. and a 266 ft. segment of Pine St. east of Parramore Ave.  

In addition to the PD and Abandonment requests, this project will require a Future Land Use map amendment to assign the Public-Recreational-Institutional designation onto the entire property.

The Municipal Planning Board recommended approval of the Abandonment request at its December 16, 2014 meeting. City Council approved this ordinance on first reading on January 26, 2015.

The draft proposed ordinance being presented on second reading includes a staff recommended amendment that will clarify that the abandonment is effective as to the existing roadway upon the permanent physical closure of the right-of-way and as to any existing utilities upon the relocation of such utilities.

Recommended Action:
Adopt the attached ordinance number 2015-2 and authorize the Mayor and City Clerk or Mayor Pro Tempore and City Clerk to execute on behalf of the City upon final review and approval by the City Attorney.
