RQS15-0060 Request for Qualification Statements for Design Review, Construction Administration, and Construction Inspection for I-4 Ultimate Utility Relocation

Summary:

A Request for Qualification Statements (RQS) for the subject project was issued on October 27, 2014.  Six (6) firms responded to this solicitation and the Consultants' Qualifications Board certified all six (6) firms on December 5, 2014.  On January 7, 2015, the Advisory Committee shortlisted three (3) firms for formal interviews and oral presentations.  After final presentations, the Advisory Committee met to generate a ranking of the firms as follows:

It is the policy of USDOT, the Department, and the City that all applicants, including but not limited to DBEs, have an equal opportunity to participate in the performance of federally financed contracts and subcontracts. To achieve this goal, DBEs are encouraged to compete for procurement contracts and shall have full access to these opportunities.  The City shall participate in the Department’s DBE race neutral program for this solicitation.  The DBE participation goals on this Project are 9% DBE and 3% non-DBE Small Business.  In order to assist Respondents in determining their DBE commitment level, the City has estimated 2.2% DBE availability on this Project.  CPH, Inc., has listed the following firms to be utilized on this project:

Fiscal & Efficiency Data: The ranking of the Respondents for these professional services has no fiscal impact.

Recommended Action:
Approval of the Advisory Committee's ranking and approval for City staff to proceed with negotiations with the top ranked firm, CPH, Inc.   Should negotiations with the top ranked firm prove unsuccessful, approve negotiations with successively ranked firms until a successful agreement is reached.
