Request for Qualification Statements for Construction Engineering and Inspection Professional Services for Road and Drainage Improvements for Sligh Boulevard and Columbia Street, RQS14-0324

Summary:

A Request for Qualification Statements (RQS) for the subject project was issued on July 28, 2014.  Six (6) firms responded to this solicitation and the Consultants' Qualifications Board certified all six (6) firms on August 29, 2014.  On September 18, 2014, the Advisory Committee shortlisted three (3) firms for formal interviews and oral presentations.  After final presentations, the Advisory Committee met to generate a ranking of the firms as follows:

Mehta and Associates, Inc.

Page One Consultants, Inc.

The members of the Advisory Committee are as follows:

It is the policy of USDOT and the City that DBEs have an equal opportunity to participate in the performance of federally financed contracts and subcontracts.  There is no specific DBE participation goal on this Project; however, Public Works Department has an overall 8.6% DBE goal it must achieve.  Target Engineering Group, Inc., has listed the following firm to be utilized on this project:

Material Sampling and Testing / Asphalt Plant Inspection


Fiscal & Efficiency Data:

The ranking of the Respondents for these professional services has no fiscal impact.


Recommended Action:

Approval of the Advisory Committee's ranking and approval for City staff to proceed with negotiations with the top ranked firm, Target Engineering Group, Inc.   Should negotiations with the top ranked firm prove unsuccessful, approve negotiations with successively ranked firms until a successful agreement is reached.
