Summary:
On May 21, 2007, the Orlando City Council approved a Partnership Agreement with Orlando After-School All-Stars (ASAS). The term of the Agreement is five (5) years and allows for up to five (5) additional one (1) year renewals. The Agreement articulates and formalizes the relationship and financial arangements under which the City and Orlando ASAS operate together.
The purpose of this City Council agenda item is to modify the Agreement while at the same time updating the five (5) year term to commence on October 1, 2014.
Over the past year, the national offices of ASAS ("National") and the Orlando ASAS Board of Directors have agreed to broaden the scope of impact of Orlando ASAS to a statewide level. To that end, the Orlando ASAS Executive Director will become the ASAS State Director for Florida, based out of the Orlando chapter and continuing to oversee the day-to-day operations of Orlando ASAS. The structure allows for a new focus on statewide advocacy and fundraising, which will benefit the Orlando chapter, while also using Orlando ASAS as a model for other Florida chapters to replicate.
To that end, the attached Partnership Agreement between the City of Orlando and Orlando After-School All-Stars updates the title of Orlando After-School All-Stars Executive Director to Orlando After-School All-Stars State Director. There are no other changes to the Agreement.
The City of Orlando will incur no additional financial obligations as a result of this arrangement. As in the past Partnership Agreement with Orlando ASAS, the City will only be responsible for funding up to $30,000 of the total salary/benefits of this position. The Orlando ASAS non-profit, with funds it receives from the National ASAS, will reimburse the City for any and all remaining costs associated with this position.
