Services Authorization for Design Engineering Services for the Lift Station No. 3 Rehabilitation Project with Hazen and Sawyer, P.C.

Summary:

On October 9, 2011 a Request for Qualifications was advertised regarding Professional Engineering Services for the Lift Station No. 3 Rehabilitation Project. Lift Station No. 3 is over 60 years old and beyond the end of its expected service life. This facility services over 1.5 square miles of the downtown area and is critical to efficiently transfer sewer flow to both the Conserv II and Iron Bridge Water Reclamation Facilities. The project involves the collection of existing conditions data, development and approval of conceptual plans (Phase 1), construction document generation, permitting services, public meeting presentations, and construction phase services (Phase 2) for the rehabilitation of Lift Station No. 3, located at the southeast corner of Mills Avenue and Lake Shore Drive.

 

On February 6, 2012, City Council approved the ranking as submitted by the selection committee with Hazen and Sawyer being ranked first. Staff negotiated a consulting agreement with Hazen and Sawyer for the Phase 1 services, which City Council approved on June 18, 2012.

 

Following review of the alternatives presented in the Phase 1 report, Staff initiated the Phase 2 services (construction document generation, permitting services, public meeting presentations, and construction phase services), which City Council approved on October 21, 2013. During the latter stage of the Phase 2 design, City staff held multiple meetings with the adjacent neighborhood association board members, as well as the affected community as a whole.  As a result of the meetings, an agreement was reached concerning the configuration and location of the new lift station. The revised configuration and location of Lift Station No. 3 will require the design engineer (Hazen and Sawyer) to re-design some of the aspects of the facility. 

 

Staff negotiated a not-to-exceed fee of $89,800 for the required additional services to complete the design of the lift station.

 

Hazen and Sawyer proposes to use the following M/WBE firms in the execution of this additional services contract:

 

Brindley Pieters and Associates, Inc. (MBE):  $13,952.82  (15.54%)

Epic Engineering & Consulting Group, LLC  (MBE):  $3,327.90  (3.71%)

Electrical Design Associates, Inc.  (WBE):  $4,011.32  (4.47%)

Ruth Hamberg Landscape Architecture & Urban Design  (WBE):  $5,516.48  (6.14%)

TOTAL M/WBE PARTICIPATION:  $26,808.52   (29.85%)

 

An approval letter from the M/WBE Office is attached.

 


Fiscal & Efficiency Data:

The costs as identified in this Services Authorization will be funded from the Wastewater Revenue Bonds 2013 Construction Fund (FIS is attached).

 


Recommended Action:
Authorize the Mayor and City Clerk to execute a Services Authorization with Hazen and Sawyer, P.C. in the not-to-exceed amount of $89,800.00, subject to review and approval by the City Attorney's Office.
