Summary:
The Florida Department of Transportation (FDOT) relies on local maintaining agencies (cities and counties) to maintain traffic signal devices on the State Highway System (SHS) and reimburses local maintaining agencies for a portion of the cost to maintain traffic signals. FDOT began a two step process to update the agreement in 2014. The first step (Phase 1A) added additional devices such as intersection warning beacons, pedestrian beacons, fire station signals, etc to the list of devices for which FDOT will reimburse local maintaining agencies. City Council authorized the City Transportation Engineer to sign the agreement at the June 2, 2014 meeting and it went into effect on July 1, 2014.
FDOT created this Phase 1B amendment to the agreement to make clear that local maintaining agencies are responsible only for basic maintenance functions of the mast arm structure. The amendment also clarifies that the local maintaining agency must make repairs to traffic signal equipment within 60 days of discovery, must perform a preventative maintenance inspection at least once per year, and must annually report conformance to the agreement, and FDOT will deduct from the annual compensation payment if the local maintaining agency does not meet these requirements.
The next step will see FDOT entering into discussions with local maintaining agencies to complete the revision process and produce the Phase 2 agreement. This will revise the compensation formula so that FDOT will pay 100% for all intersections rather than a proportion based on the number of approaches on the State Highway System. Phase 2 may also revisit mast arm maintenance, repair, and replacement issues. FDOT will begin this process by the end of the year and execute Phase 2 agreements by July 1, 2015.
